fix-consistency C-37 flagged both SOUL-WP-0009 and SOUL-WP-0010 as
residual-flavor workplans with no origin provenance. Both are explicit
residuals of their parent workplan, so record that lineage in frontmatter.

flavor: research was not a recognized value (fix-consistency C-36:
expected planning|implementation|refactoring|extension|residual). Both
workplans are explicitly residuals of their parent workplans, so flavor:
residual is correct. Reviewed SOUL-WP-0010 against current repo state
(concepts/personhood.md, research/metrics-scoping-note.md,
research/law-governance/sp-gh-legal-gap-sketch.md all present as
referenced) and promoted proposed -> active to begin implementation.
