Open questions policy after consolidation
- RQ1–RQ8 remain as program questions; several now have working answers (see
OpenQuestions.md).
- Active research debt concentrates on: Soul rename (RQ4), continuity weighting, Gh. rare continuation (OQ-040), moral/legal maps, measurement methods.
- Paper phase should treat working answers as provisional research conclusions, not dogma.
