# Law/Governance Gap Sketch — Spirit & Ghost (Phase V)

**Gap:** Portable **Ghost governance charter** recognized across platforms;

|
default rules when no consent instrument exists (usually: **no Gh.**, only possible Sp. from public data — still ethics-bound).
