Forge-projection retirement stamps the slug with "@retired-YYYYMMDD" and sets
projection_retired_at but leaves status untouched. Three railiance-platform
rows retired on 2026-08-26 while blocked (and re-set to blocked by a
2026-09-27 user-requested correction) therefore failed C-07 permanently, with
no file the repo could add. Their canonical successors are file-backed
RPF-WP-0015/0025/0027.
_check_orphan_db now reports retired rows (projection_retired_at, or the slug
stamp on APIs that do not yet expose it) as C-08 INFO. WorkplanRead exposes
projection_retired_at so read clients can filter tombstones.

The checker JSON reports per repository repo_slug, source_revision (full
40-hex HEAD SHA) and source_revision_reason; C-25 findings repeat them so a
findings-only consumer can bind. A dirty workplans/ tree, a non-git path,
a missing HEAD or a tree changing mid-scan yields null plus a reason, never
HEAD or a branch name. plan_owner_returns validates and passes the revision
into every candidate and refuses findings bound elsewhere.

diff_against_hub accepts hub_edges/edge_targets and reports edges to create,
remove, retain, unresolved and external, using the same pure planner that
receiving now calls (plan_source_edges + classify_source_edges). The classifier
works on a row list, fixing a collapse where an external duplicate of an owned
edge key could hide the owned row from removal. 7 new pure tests.
