51b6c756ad fix(workplans): resolve duplicate CUST-WP-0010 id collision 
Renumber the later domain-and-repo-goals plan to CUST-WP-0010b, following
the established 0000b suffix pattern. Lifecycle documentation keeps the
original CUST-WP-0010 id and filename.

19c825f143 Fix CUST-WP-0054 stale hub bindings; finish CUST-WP-0025 T24-T26 
Remove orphaned state_hub workstream/task IDs from CUST-WP-0054 so
fix-consistency can recreate bindings. Mark CUST-WP-0025 finished with
fin-hub cost tracking, cross-hub coupling, and RaaS packaging complete.
