Vergabe-teilnahme is the selected customer service and UI product. Clean image builds fail because the Dockerfile copies a root templates directory absent from source, while existing CI only probes runner routing. Remove the invalid copy inputs, add a container application acceptance target and run it before registry publication. Add hosted reuse-surface discovery to planning and establish the customer-product entry points. Validation: 82 application tests pass with SQLite, with disposable PostgreSQL 16 and in the container target; assets build and migrations have no drift. The runtime image starts as UID 999, returns health 200 and excludes pytest. Workplan VERGABE-WP-0018 retains separate Railiance deployment, data, access and recovery acceptance.
