decisions and ADRs left as written
- runtime names (module, audience, k8s, image package, /opt paths) unchanged

64a22ab moved values/informed-decision-sitting.yaml to the founder-approved
lifecycle-review image and policy; the test still asserted the superseded v11
digest and sitting policy path, so it failed on main.
