2806b3acb7 CB-WP-0041 done: ADR-0020 refuses the port, and T02 is why
Some checks failed

T02 — all chance derives from one root seed. Three chance points, all
reading it: the setup deck shuffle, the setup Lead draw, and the reshuffle
permutation. The Problems deal is not chance at all. So in extensive-form
terms the tree has a single chance node at the root.

That test was wrong first, and the mutation caught it. It compared state
hashes — and GroundState carries `seed` as a field, so "different seeds
differ" was true by construction. Mutating the shuffle away left it green.
It now compares the dealt configuration, and the same mutation fails it: a
wrong-subject error inside the control written for T02.

The reshuffle is a pure function of (seed, round) because K5 requires
deterministic replay, where a real table reshuffles independently. That is
a modelling restriction, not a defect, and it is now pinned.

T03 — commit/reveal checked in both directions: before Reveal each seat
sees its own selection and no other; after Reveal the information sets
merge, because an encoding that hides forever is not commit/reveal either.

T04 — ADR-0020 refuses the EFG port, and the blocker is T02 rather than
T01, which inverts what the workplan expected. Perfect recall looked like
the risk and is a constraint with a known answer: key on observation
histories. Making chance explicit is the expensive one — the reshuffle
would become a real chance node and break the K5 purity that every
recording, replay bundle and trial-note hash depends on. A port would
trade the property this project is built on for one it has never needed.

Track B's first move is therefore a question, not a build: take "is
exploitability meaningful for a co-operative game with a shared threshold"
to OpenSpiel on a toy model, where answering it costs nothing. D4 states
what being wrong looks like — OpenSpiel settling on a toy what three
rounds of policy sweeps could not — and makes watching for it the next
action.

Taxonomy §4.1 records the EFG correspondence with the test that checks
each row, so a later pass starts from a specification rather than a memory.

Chaos window 4 at three declarations. Window 3's verdict is now two
windows behind and should be evaluated rather than restated.

edab11c0e4 CB-WP-0033: a game is the unit

make trials reported "positions unreachable: 4, target 0 — the recording
exists but the position moved". All four were false. A recording holds one
hash, the final state, and reachability asked whether the note's hash was
in that file — so a mid-game note could never match, and a post-game note
from any but the last game could not either. Instance 8 of the ADR-0018
family: vary only WHEN a note was written and the answer flips, with
nothing having moved.

The root cause was not the metric. play again reused state belonging to a
game: it overwrote the previous game's recording (data loss), never
cleared the journal (game 2's log opened with game 1's commands), and so a
note's command index pointed into a recording without those commands.
Fixing reachability alone would have gone green while a session still
destroyed its own evidence.

A note now binds by (game, after) — an index into the recording's own
commands list, which a reader can replay to. The hash keeps a job as the
integrity check at the end of a game, where it can actually fail. Game 1
keeps the path it was given, so GameDesign §5's documented invocation is
unchanged; later games get -2, -3 and nothing is overwritten. Legacy
5-column logs stay readable and are reported as legacy, never as orphans —
an unsubstantiated orphan claim is the defect being fixed.

All three fixes mutation-proven, including at the call site via a real
two-game session.

d7279483f6 CB-WP-0030: a control for the wrong-subject family

Seven claims in this project have been wrong the same way — the arithmetic
right, the subject wrong. Four reached a document or another repo.

ADR-0018 states the rule: a measured claim names the variable it depends
on and shows the measurement moving with it. GameDesign §1.4 adds it as a
fourth admissibility clause; the existing three are untouched.

Honest yield is 3 clear + 1 partial of 7. It misses a count never made and
a claim that is not a number, and D3 names those so nobody stops looking.
The tempting fix — closing facts-check's 62 untagged literals — would have
caught 1 of 7 and is deferred as separate work rather than bundled.

loop-lint gains check_sensitivity_stated over arithmetic register rows,
mutation-proven red on F17 and green when restored, with four self-test
controls. It checks presence, never adequacy, and says so in its output.

a9978c7a91 ADR-0017: window 2's verdict — the mechanism worked, my account of it did

Tier M (changes how the loop constrains its own operation), declared at
d8 because the rate for window 3 is what this document decides and
declaring at a rate it invents would be circular. chaos d8 = 7, no
override.

I CLAIMED WINDOW 2 PRODUCED ZERO OVERRIDES, FIVE TIMES, AND IT IS FALSE.
Declaration 3 (CB-WP-0020) rolled d8 = 8, overrode, drew S against a
structural S, and changed nothing -- and CB-WP-0020 recorded it correctly
at the time, in those words: "the first override at d8... It changed
nothing... One."

Counting the workplans takes one command and I never ran it. CB-EV-0024
asserted "zero" without checking; CB-EV-0025, 0026, 0027 and CB-WP-0029
each cited the one before. A claim propagated five times by citation
rather than by measurement, in files whose subject was that exact failure.
facts-check catches a copied number that disagrees with its source;
nothing catches a number with NO source, asserted once and repeated.
Registered F23, and all four evidence files carry an in-place correction
rather than a silent edit (ADR-0012 D5).

THE ACTUAL VERDICT: THE RATE IS WORKING. Eleven rolls at d8 -- declaration
1 opened the window at the old d4 -- against 1.375 eights expected, 1
observed. Not a shortage of evidence; the design.

BUT THE RETIREMENT CONDITION GENUINELY CANNOT FIRE, and that took
computing to see. "An override changes nothing twice running" needs a
consecutive pair at P=1/3 each, so ~12 overrides expected, at ~1.4 per
window: ~9 windows, roughly 100 declarations. A gate that cannot cash out
on any realistic horizon is decoration, which ADR-0006 D3 forbids.

Restated to be evaluated PER WINDOW: retire if a full window's overrides
all change nothing, met in two consecutive windows. A window with no
overrides is inconclusive and advances nothing. ~24 declarations rather
than ~100. Window 2 counts as the first; window 3 opens at d8 and decides.

Recorded and deliberately not acted on: declarations 5-9 rolled six five
times running, ~1 in 370 for some run of five in eleven rolls. shuf tested
over 200 rapid successive calls looks uniform, longest run three. Found
post hoc, which is how coincidences become findings, so it is logged for a
future window to check rather than treated as evidence.

InnerLoop.md then crossed the loadability limit, and so did
InnerLoopReference.md. The window log moved to specs/ChaosRollHistory.md:
it grows by one entry per window, and a log inside a reference eventually
crowds out the reference.

631fb41fc2 CB-WP-0029 T01-T03: components you can count, and a supply that does not bind
ADR-0016, Tokens.csv vendored, tracks and discs on the table, and a supply
audit that found nothing and says so.

T03 MEASURED BEFORE T01 DECIDED. 750 games, 2-6 seats, greedy and random:
Protection reaches 1 per seat and 2 on the table against a supply of 6;
Denied 3 of 5; relation links EXACTLY 12 OF 12 and never more; Focus/Blame
0 conflicts. The link row is the interesting one -- GR-L01's two-slot rule
IS the twelve-token supply written twice, which is the shape of a supply
needing no separate enforcement.

AND THE FIRST VERSION OF THE FOCUS/BLAME CHECK WAS WRONG. It compared a
seat's own placed Focus against its OWN blame_from -- but that list holds
OTHER players' discs, so they are different tokens. It reported 2
conflicts; corrected, it reports 0. Fifth instance of this project's
recurring defect, a number computed correctly about the wrong subject, and
the first caught before it left the repo rather than by a reviewer.

D2: a token is a VIEW, not a type. The aggregate gains no `Token` --
adding one would create a second source of truth for Stress, and the first
time they disagreed the bug would be invisible because both would look
internally consistent.

D3: quantity does NOT bind, and the reason is not the measurement. A
component limit the rules do not state is not a rule. Refusing a seventh
Protection token would enforce something nobody ruled -- CB-WP-0023's
error inverted: SOLVE was OFFERED where it could not act; this would
REFUSE where the rules allow. The check ships as a standing control, so a
future violation becomes a question for ground-game (does the box bound
the game, or do the rules?) rather than a bound the engine invented.
Registered as F22, withdrawn: a stated negative, because a survey that
finds nothing and leaves no trace cannot be told from one never run.

D4: Stress on a 0-5 track that turns red at 5 where DARVO arms, DARVO on
OFF/DENY/ATTACK/REVERSE, Freedom as the two-sided disc the edition says it
is, Protection and Blame counted, Lead and Round on the table.

Two tests broke on token discs and both were FIXTURE defects:
seat_centres matched every <circle> and track stops are circles. Seats now
carry class="seat".

The table height limit went 460 -> 500 as a CORRECTION, not a concession.
460 had no derivation; 500 does -- ~800px viewport less ~120 header and
~150 controls leaves ~530, and the version that broke dragging was 620.
CB-WP-0021 T06's rule is to fix the measurement rather than lower the
floor, and an underived number is a measurement defect.

4b5b601ce0 CB-WP-0028 T01/T02: the cards say what they do
ADR-0015 and the import. F18's fix: "I don't understand the GROUND card"
was never a design gap -- the card explains itself in the edition and we
never imported the explanation.

THE MEASUREMENT IS THE DECISION, and the gap is bigger than "one file of
nineteen". Of the file we DID vendor, the engine reads 5 of 13 columns:
title, problem_text, front_rules, reveal_effect and unresolved_effect were
discarded at parse time. The cheapest part of this pass costs no new bytes
and was sitting in the repo for eight days. And SCN_01 is hardcoded at
lib.rs:1824 -- the edition ships FOUR scenarios and the engine has never
dealt three of them. Nobody had said so.

ADR-0011's revisit condition is measurably absent, so the dependency
argument does not get re-run: across Actions, Solutions, Modes and
Scenarios there are ZERO doubled quotes and ZERO embedded newlines. The
hand reader's only job is comma-in-quoted-field, which it already did.
Refusing csv on a measurement rather than on a preference.

Vendored Actions, Solutions and Modes -- the text a player reads. Not the
production artifacts (BOM, Print_Manifest, Back_Designs, Symbols). NOT
Extensions.csv, which names content the designer placed outside the core;
importing it would break the claim that this engine plays the edition as
printed. It is now known to exist, which was the real risk.

One Table reader with four callers, because a per-file copy is how a
parser acquires four subtly different bugs. The GROUND card now shows
"Regulate. Restore the frame. Decide." with its GR/OU/ND text on demand;
Problems show their own titles where a priority number used to be.

The load-bearing test asserts the text is a SUBSTRING OF THE VENDORED
FILE rather than equal to a Rust literal -- a test comparing against a
hardcoded expectation would pass for a hand-copied string, which is the
drift this ends.

`edition` came out from behind #[cfg(feature = "scenarios")]. It was gated
because its only consumer was; the edition is the game's own data and the
shipped runtime now reads it. Test machinery and game content are
different things and only one of them is optional.

And edition-check was written for a single-file world: it compared the
first recorded digest against Problems.csv regardless of which file that
digest described. It now checks every file both ways -- a vendored file
with no digest fails, a digest naming an absent file fails -- and asserts
ADR-0015 D3's falsifier directly rather than trusting it.

4fb506fcd1 CB-WP-0027 T01-T04: the commentary track
The meta view beside the table, and a note channel that provably cannot
carry a move.

T01 (ADR-0014). ADR-0007 D5 is SCOPED, NOT AMENDED, and the reason it was
easy is that PointerFact::parse already refuses any unrecognised field --
a comment could not reach the command path even by accident. So /command
carries pointer facts, /note carries text, and Note has no code path to
GroundCommand. Comments live in trials/<date>-<slug>.md, not in
ScenarioFile: a scenario is executed, replayed and hashed, and prose in it
is data the runner must ignore, which is how a format rots. The state hash
binds; round and step are for reading. And the retention question, decided
before any comment was written: RAW NOTES NEVER LEAVE clay-borg. A note
reaches ground-game only by being promoted to a register finding, by a
human, with the wording chosen then -- "the DARVO sequence is infuriating"
is useful signal and a bad way to open a message to the game's designer.

T02. CSS grid, minmax(0,1fr) on both tracks -- load-bearing, because a
grid child defaults to min-content width and without it the SVG table
refuses to shrink and pushes the meta column off-screen, looking correct
on the developer's monitor and broken everywhere else. Single-column
fallback under 64rem. The running tally moved into the panel so it is
visible WHILE PLAYING; it only appeared on the ending page before, and a
score you see once the game is over informs nothing.

T03. A plain <form method="post">, so the box works with the script
disabled; the command channel needs JavaScript because a drag is not a
form submission, a comment is one. 303 See Other so a reload does not
re-post. esc()'s first hostile input: <script>alert(1)</script> renders
escaped AND STILL READABLE -- escaping that eats the player's words is its
own defect. Verified over real HTTP: note posted 303, hostile note stored
as text, empty note refused 400, game did not advance.

T04. tools/trials.py and make trials. THE REPORT'S DESIGN CHANGED BECAUSE
I RAN IT: the first version called any note without a recording an orphan,
so a live session reported every note as broken -- the recording is only
written at game end. A metric that cries wolf is one nobody reads, which
is the exact failure this pass exists to prevent. Now ok / pending /
orphan, and only orphan is a target-0 number. The self-test exercises the
REPORTING path, not just the parser, because design-baseline.py had a
green self-test and an unexercised reporting path and that is where it
rotted.

And a latent Makefile defect surfaced: make trials did nothing, because
trials is also a directory and Make saw an up-to-date file. design,
difficulty and trials -- added by CB-WP-0022, CB-WP-0025 and this pass --
were ALL missing from .PHONY; only the one that collided revealed it.

make all: exit 0. 49 render tests, 26 cb-play, loop-lint clean.

3a026b1e1f CB-WP-0025 T03: ADR-0013 -- one world after the game, and difficulty that
does not measure the bot

Seven decisions. Two are not what T03 expected, because the review moved
the ground under both.

D1: strategy fusion DOES NOT APPLY, and that is why the affordable option
is also the honest one. Fusion is a defect of aggregating over
determinizations to choose a move -- the search picking different actions
in states a player cannot distinguish. After the game there is ONE WORLD:
the deal is known, so a search over it yields a line executable in the
only world there is. The survey treated fusion as this pass's central
obstacle; it is an obstacle to a playing engine, which we are not
building. The tool answers "given the deal as it actually was, was there a
line that reached the threshold" and is labelled that way on screen --
never "how you should have played".

D4: difficulty is the WINNABLE FRACTION, not a bot's win rate. C4 killed
the bot rate -- two trivial policies span 0-100% on the same deals, and
improving the bot would make the game "easier" without a rule changing. A
measure that moves when the measurer improves is not measuring the thing.
The solver supplies the alternative: over N deals, in what proportion does
a winning line exist. That is a property of the deal distribution and the
threshold, which is what ground-game tunes and what GROUND-WP-0005 is
blocked on. Ships as a table -- winnable fraction, named reference policy,
skill gap -- never one number, with policy/N/seed-range/K in the number's
name. Stated as a LOWER BOUND, since a K-round search cannot see a line
that needed round 1.

D2: search GroundState. The survey's view-only structural boundary is not
implementable -- a view cannot fold events, and it said so in §6. The
guarantee moves to something checkable: every move in a witness is marked
visible or hidden, computed from project(). A witness reads "you could
have won, but two of these six moves needed a card you had no way to know
was coming" -- more useful than either extreme.

D3: bounded exhaustive over the last K rounds, table as one co-operative
agent, K=2 default. Affordable once C6 corrected the premise: joint
branching over the last two rounds is ~5x10^2 / 1.6x10^5 / 5.7x10^5 at
2/3/4 seats. Wording is normative: "no winning line found in the last K
rounds", never "unwinnable". PIMC and ISMCTS rejected -- they add strategy
fusion to a problem that does not have it.

D5: the harness becomes an instrument before any figure is quoted (C3) --
positive controls, --self-test in make self-tests, a make target, and a
PLURAL policy panel, because the spread between policies is what C4
exposed and hiding it would restore the error.

D6: no new crate and no port. The L declaration was an over-declaration
and is recorded as one. D7: the node cost is disputed 5x between author
and reviewer; T04 benchmarks it with criterion and neither existing figure
may be cited, including by this ADR.

580081ef71 CB-WP-0022 T03: ADR-0012 -- the register already existed, and the rule was
one clause short

Nine decisions. Two were not on T03's list; both are the review's.

D2: specs/GroundRules.md §Underdetermined IS the register. C4 pointed out
it was never evaluated as a candidate, and against the survey's own five
benchmarks it already delivers four -- including the Magic Oracle property
("a ruling flips the scenario, not the kernel", :231-233) that the survey
travelled to Magic to discover and we had written down ourselves eight
days earlier. What it lacks is reproductions. So this pass extends a
section rather than building a register: no new file, no new schema, and
no second mechanism to disagree with the first.

D3: admissibility is three clauses. It exists; it has the ruled shape
(GROUND-WP-0004 T02's row-level table, never a sum -- promoted from a T04
addendum because two of three wrong premises were sums without tables);
and it CAN FAIL. The third is C1's. GR-E01's scenario went green when the
edition landed, and the finding stayed admissible and stayed queued for
transmission, because nothing in the rule said a passing artifact was a
signal. A green reproduction is an alarm, not a reassurance.

D1 applied: INTENT gains a fourth property, Instrument, worded as a
mechanism rather than an ambition and carrying its own falsifier -- if a
pass tolerates an undecided rule by quietly picking a default, the
property is false.

D4 five kinds, each forced by an existing finding; a sixth during backfill
means the taxonomy was invented. D5 lifecycle where `applied` means the
source changed, the queue empties while the log accumulates, and
withdrawals are reported rather than deleted -- GR-E01 is why. D6 notes
admitted but never reportable, 30-day expiry on the existing age
machinery; refusing them would discard the only class of finding the
engine cannot produce itself, which is CB-WP-0025's whole input. D7 no
engine-evolution register, on an inventory C5 corrected -- narrowed, not
settled. D8 design-baseline.py retired, kept as a dated snapshot because
deleting it erases the evidence for how 33% got in. D9 the artifact stays
here, ground-game gets a generated file under its own workplan.

loop-lint: no findings. facts-check: no findings.

2da19a49b7 CB-WP-0021 T01/T02/T05: the engine plays its own data — AM-7 blocks
ADR-0011 decided it: vendor the CSV with a checked digest, read it with
a ~50-line reader, and let the hashes move.

The declaration's constraint was measured against the WRONG BUDGET. It
said a CSV crate costs 21,613 against AM-4a's 3,798 of headroom, '5.7x
over, settled by measurement'. But setup and problem_priorities are
cfg(scenarios) and are not in the shipped runtime at all, so AM-4a never
sees them. Against AM-4b, csv costs 17,651 against 19,742 -- it FITS,
with 2,091 to spare. It is refused anyway, on proportion: 89% of the
budget's remaining capacity to read 20 rows. The revisit condition is
stated (nested quoting, embedded newlines, multiple dialects).

GR-S01 now deals Surface + hidden 1..=k as ruled, with edition values and
suits. Measured: 6/9/12 available against thresholds 5/7/9 -- the game is
winnable at every seat count, which is what the maintainer could not do.
gd0001 is INVERTED, not deleted, and now also asserts the 6/9/12 so a
deal that is reachable for the wrong reason still fails.

Blast radius was scenario expectations, exactly as the ADR predicted: no
scenario pinned a hash and no bundle is committed. Six scenarios and two
unit tests updated, each with a note. gr-e01-threshold-unreachable-2p is
RENAMED to -reachable- and rewritten as the non-provisional import check
ground-game asked for by name. gr-e03's setup was restructured, not just
renumbered: with values 2,2,2 its personal-edge test would have tied
three ways and asserted nothing.

BLOCKING: AM-7 fails at median 0.845 against its 0.9 floor. Isolated
across three runs -- 3 problems + stand-in 0.97, 3 problems + edition
0.909, 4 problems + edition 0.845. State is BOUNDED (proven: identical
after 5k and 100k events), so this is not the unbounded-growth defect
AM-7 exists to catch; it is a bigger working set streaming a long log.
Whether AM-7's floor is still right for a larger aggregate is a spec
question and lowering it requires an ADR, so it is not being tuned here.

0b6f7c5bc8 CB-WP-0019 T01/T02: AM-4b asks what a contributor acquires

The two AM-4 budgets had the SAME scope -- one package, no dev edges --
while claiming to bound different things. AM-4b now measures the
workspace with dev edges: 57 crates / 725,258 lines where it read 29 /
317,021, having been blind to 28 crates and 408,237 lines, more source
than its own target.

Target 745,000, ~2.7% of room -- the same margin ADR-0008 D3 gave AM-4a,
applied to a number that grew because the instrument was repaired, not
because anything was added. The target moved to fit the measurement.

T02: proc-macros are COUNTED here and excluded from AM-4a, on purpose.
AM-4a asks what ships and a proc-macro never ships. AM-4b asks what is
acquired, and ADR-0007 D3's acquisition rule counts what the build
fetches -- 'it does not ship' is no answer to 'we downloaded it'. When
the rules disagree, the question each budget asks decides. Measured
share 109,585 lines / 15.1% against AM-4a's 36.2%, so ADR-0008 D2's
refusal to borrow the ratio was right by more than a factor of two.

Caught by this project's own earlier work twice: the mutation
find-string went stale and --self-test reported it BUILD-FREE (the check
CB-WP-0015 added after AM-4a's rotted for two passes), then the DFD gate
caught facts.toml carrying the old numbers.

CB-EV-0001 and ADR-0004 carried live fact: tags on historical readings.
A dated record asserting a CURRENT value is a category error, so those
occurrences are marked as-measured instead of retro-edited, and ADR-0004
gains a supersession note.

a55e878bf0 CB-WP-0017: legible interaction, and the chaos window's verdict

Provenance (tier M, structural S, chaos d4=4 -> OVERRIDE drawn M):
the maintainer could drag after CB-WP-0016 but could not tell what was
pickable, held, or droppable. Underneath that, the page was WRONG about
which moves exist: 9 legal commands rendered as 5 cards each claiming
all three target kinds, from a const string in the emitter. Investigate
is legal on problems 2 and 3 but not 1; Solve on 1 but not 2 or 3. The
live page now says 'Solve onto problem 1'.

ADR-0010 restates control 5, which this work would otherwise have
outgrown in silence: every game fact the page acts on must arrive from
Rust as data; the script may read, match and render it, never compute,
infer, filter or default one. The survey's real finding is that the
permitted and forbidden designs are indistinguishable from outside, so
the vocabulary grep is demoted to a cheap first line and two behavioural
properties become the controls -- the highlighted set EQUALS the set
Rust emitted, and anything the page marks legal must resolve. Both
mutation-proven; the derive-legality mutation produces a plausible
highlight (seat-0,1,2 where only seat-1 is legal) and is caught.

Visible now: .pick resting shadow, .held on the grabbed element, .dropok
on every legal target including BOTH drawings of a seat, and a ghost
following the pointer. Nothing perceptual is verified and ADR-0010 D5
says so.

The DOM stub now models classList/querySelectorAll/createElement and
builds its node set from the real emitted page. Trap recorded: QuickJS
fixes its stack limit at Context creation relative to that frame, so a
helper returning a Context makes every later eval report
'SyntaxError: stack overflow'.

CHAOS WINDOW CLOSED, 12 declarations, 2 overrides, one each way. Both
changed the outcome, so the retirement condition is not met. Verdict:
keep, and recommend d4 -> d8 with a second window of 12 -- that is a
change to the loop's own constraints and is owed to the next declaration
as tier-M work, not made here.

CB-EV-0014 corrected: it quoted CB-WP-0015 at $15.14/136 and called it
the first settled figure quoted. Now $22.70/166. The number had been
read during CB-WP-0015 itself, so there are two defects -- the boundary,
and quoting from memory instead of re-running the instrument.

make all exits 0.

55212d7e0f CB-WP-0014-T01/T02: execute the JavaScript — and find AM-4b blind
ADR-0009: embed quick-js; node is refused. Measured marginal cost against
the dev-toolchain graph, under the positive control:

ADR-0007 D3's acquisition rule biting its author. CI runs on rust:1.97,
which has no node, so the test would make our build fetch a JS runtime of
tens of millions of unaudited lines while scoring zero on the only
instrument that governs dependencies. A browser is exempt because a
developer has one regardless of us; a CI-installed runtime is not.

The loop is now closed: the real server serves the real page, QuickJS
runs that page's own scripts, the gesture goes over a real socket, and
the seat's Choice comes back. Before this, every link was tested and the
chain was not — a page whose JavaScript sent something else entirely
would have passed everything.

Three controls, each red for its stated reason: the JS posting a command
name instead of ids, the gesture not being delivered (EXPECT-VACUOUS),
and the token stripped from the endpoint.

A wrong assertion worth keeping: the first draft required the body not to
contain "attack". It legitimately does — action-attack is the id of an
element a finger landed on. An element may name an action; that is not
the page deciding. The real test is the shape: exactly two fields, down
and up, carrying two ids and nothing derived from them.

AND the ADR's own cost argument was wrong. It claimed 35% of AM-4b's
headroom; after landing AM-4b did not move at all. It measures
games-ground --edges normal — one package, no dev edges. Measured, the
workspace including dev edges is 725,258 lines against AM-4b's 317,021:
408,237 uncounted, MORE THAN THE TARGET ITSELF (criterion, clap,
ciborium, quick-js). The decision stands on the acquisition rule; the
affordability argument is withdrawn. Third defect in the AM-4 family.

Also fixed structurally rather than by raising a limit: `make status` had
grown past its 40-line readability gate as workplans accumulated. Closed
workplans now collapse to one line, so the report is fixed-size.

d2c3f340f9 CB-WP-0013-T02/T03: retire SH-3 as a gate; correct AM-4a and its target
ADR-0008, tier M (survey and ADR merged).

D1 — SH-3 retired as a gate, kept as a diagnostic. Investigating it
found a third defect, deeper than the two this pass was declared on.
Re-deriving batching from the raw transcripts, independently of cb-cost:

  CB-WP-0012 pass      86 with tools    0 batched    0.0%
    gap -> next decl   10 with tools    1 batched   10.0%

Zero batched turns in 150 in-pass responses; 37.5% in one gap, above the
20% floor. Batching needs two calls whose inputs are known at once —
orientation work. Implementation consumes each step's result before the
next. SH-3's window is since the last commit, which during a pass is
always implementation. The metric could not read above ~0% in the window
it was gated on. A floor the window structurally excludes is not a
target.

This pass's own declaration was also wrong: it claimed batching "has got
worse" (7.8-8.6% vs 1.1-6.3%). Differently-placed windows, not different
behaviour. Withdrawn — the same class of error, in the pass written to
correct it.

Not retargeting to match the measurement: the floor was not moved to 6%,
the gate was removed on an argument about what the quantity is worth.
The number is still reported; only the verdict is gone.

D2/D3 — AM-4a counts --edges normal,no-proc-macro: 157,202, not 246,250.
The target moves down with it, 250,000 -> 161,000, so the correction
hands back essentially nothing (headroom 3,750 -> 3,798). Three controls:
the exclusion drops exactly the five expected crates, only removes and
never adds, and is not a no-op.

The DFD gate then caught the follow-on it exists for — three historical
documents carrying live fact tags for a number that had changed. Not
rewritten; untagged, with a supersession banner.

AM-4b is deliberately not corrected: its proc-macro share is unmeasured.

gate-review now reads 0 due, 0 silent, 0 drifted — GATE-REVIEW earns its
first caught entry by forcing SH-3's re-justification, and the registry
has no silent gates left.

883b608f36 CB-WP-0012-T03: ADR-0007 — render to HTML, and do not declare the port yet
Five decisions:

1. cb-render-html emits HTML/SVG/JS; the browser draws it. Rejected on
   measured marginal cost: egui+eframe 2,782,849; wgpu+winit 1,741,979;
   ratatui 1,067,013; macroquad 480,501; sdl2 191,973; fltk 140,079.
   The reason is allocation, not affordability — fltk is only 1.5x the
   corrected headroom, but wgpu is 12x fltk, unavoidable, and named by
   INTENT for stage 2. Stage 1 should not buy windowing stage 2 discards.

2. No cb-render-api and no cb-render-null. A port designed against one
   document-emitting implementation acquires a document's shape and
   stage 2 rewrites it. INTENT's second-use rule beats the blueprint's
   port pattern on timing. cb-render-html ships against Project.

3. AM-4 counts third-party code the project causes to be ACQUIRED, not
   runtimes the user already has. Browsers are not counted; sdl2 and
   fltk are counted at MORE than their Rust bindings. The rule costs
   more than it saves, which is the only reason to trust it here.

4. AM-4a's proc-macro defect (89,048 lines, 36.2%) is filed separately,
   not bundled with the request it unblocks.

5. Six controls bind the implementation, including a mutation-backed
   test that a token-less loopback request is refused, a bar on JS
   constructing commands, and a coverage gate asserting over the parsed
   emitted document rather than the Rust that emits it.

Reserved for the maintainer: AM-4a exceeds INTENT stage 2 by 7x and
cannot survive it; and whether decision 3's rule is the right one.

The hard gate held — no render implementation code before this commit.

3090935aac ADR-0006 + CB-WP-0009: control gates are experiments
Some checks failed

CB-EV-0007 found three defects in how gates are designed rather than in
any one gate: the meta budget cannot see the pass it governs, it blocks
its own repair, and nothing retires any gate.

D1 budgets measure their own window. D2 a soft breach is a signal, and
repairing the instrument that reports a breach is always in budget — a
gate must never block its own remedy, which is the trap CB-RES-0005 §4
named for session shape and that got built anyway two tasks later. D3
every gate declares what would retire it and a date to argue it on. D4
loop work cashes out into something runnable in the pass that invents
it, from the measured finding that cost per response tracks distance
from a runnable check. D5 the tier table finally covers changes to the
loop's own operation — CB-RES-0005 §6 said a second instance should
trigger it, and this ADR is the second.

The workplan is meta and above the budget line on recorded maintainer
authorization, which is D2's first use.

1bbbfc846f ADR-0005 + CB-WP-0005: count assertions, not names

Decides the response to CB-RES-0004 and its adversarial review.

Decision 1 — a third coverage metric, M-D1-MUT: one mutation per
acceptance row, and the suite must go red. adapted:mutation-testing, with
the denominator deliberately changed from source lines to acceptance
rows, because the failure mode here is not an untested branch but a
headline number backed by nothing. A row for which no mutation can be
written is recorded unmutatable WITH THE REASON and counts against the
metric — a row nobody can invert asserts nothing.

Decision 2 — reimplement the log framing rather than assimilate it. This
is the deliberate exception to "own the semantics, assimilate the
implementation": that rule exists so we do not reimplement HARD things.
SHA-256 and ChaCha cost 12 crates and are kept. A length prefix is not in
that category. Budget attribution corrected per the review: the durable
log is shipped runtime (AM-4a, 1.5% headroom), the bundle writer is
dev-only behind the scenarios feature (AM-4b, 9.4%). The survey wanted it
both ways without saying so.

Decision 3 — a LogStore port with a real shared conformance suite, and
the same shape retro-fitted to KernelRng. M-D4-SWAP is a bool over "the
same conformance suite" and no suite exists, so AM-11 was never earned.

Decision 4 — correct three committed verdicts in evidence/CB-EV-0001:
AM-7 split (timing met, hash-identical withdrawn), AM-10 withdrawn as
written (no cb-*-api crate; a K6 determinism lint was reported under a D4
leak row), AM-11 downgraded to unmet. AM-1b is added to the scoreboard it
was missing from while the flattering half of the same command's output
was carried.

Decision 5 — widen the name check over every numbered spec and every
crate, reporting outside the exit code until 2026-08-31, with the date in
the tool rather than in prose. Open-ended "gate it later" is how AM-4's
targets went unratified for four workplans.

Decision 6 — replay is proven by re-execution in a fresh process, with
the reviewer's four controls adopted verbatim, including the two I had
not thought of: truncate-by-one-byte and mutated-seed.

Stated worse, not only better: own source grows and AM-4c moves against
us; CI gets slower by one rebuild per acceptance row. Both accepted — the
alternative is a smaller, faster codebase whose acceptance numbers mean
nothing.

CB-WP-0005 executes it in 8 tasks across four phases. The M-D1-MUT
prediction is 9 of 12 and is beatable in both directions: 12 of 12
refutes CB-RES-0004 outright, 3 of 12 means the pass is under-scoped and
must stop and re-plan rather than proceed to Phase C.

53c460c992 CB-WP-0004 T04: fact registry and make facts-check — DFD gets a gate
Duplicated-fact drift is the fourth error class and the only one with no
executable rule. No positive control catches it (both copies are
internally consistent) and re-derivation does not either (the copy
reproduces whatever it was copied from). It is caught only by reading a
copy against its source, which nothing in the loop required.

facts.toml holds 15 facts and is GENERATED by `make facts-gen` from
cb-cost, dep-weight and rule-coverage. The trap this task named — a
hand-maintained registry that becomes another drifting copy — is closed
by facts-check re-running the instruments and failing when the committed
registry disagrees with them. A stale registry cannot certify stale
artifacts.

An artifact quoting a fact tags it: **$93.15** <!-- fact --> with the key.
17 occurrences across 5 artifacts are now checked.

Falsified before being believed: changing CostAccounting.md line 158 from
$93.15 to $92.87 — the exact historical drift — produced exit 1 naming
the file, the line and the expected value. Tested against the class it
exists to catch, on a real artifact, not only in its self-test.

It then caught a live tag inside its own documentation example in
InnerLoop.md within the hour. Third time a gate has failed on its own
pass's work.

What it does not close is stated rather than implied: 22 untagged literal
copies remain and are reported, not failed. Tagging is opt-in, a number
can legitimately recur, and a gate that fires on coincidence gets routed
around. Naming the uncovered surface beats claiming the class is closed.

InnerLoop single-source-of-fact moves from prose to executable — v1.3.

0c1eb9ecba ADR-0004: ratify AM-4a and AM-4b (maintainer decision)
Discharges the open item T07 raised. Values unchanged at 250,000 and
350,000; what was missing was a reviewed decision behind them, since
they had been set by the implementer in the commit that measured them
and that also changed the feature gating being measured.

The ADR supplies the argument T07's test requires -- why the targets
bind on FUTURE work rather than merely passing present work:

  AM-4a leaves 3,750 lines of headroom (1.5%), about one small crate,
  so any new shipped-runtime dependency breaches it almost immediately.
  That is intended: the shipped runtime should be effectively frozen.

  AM-4b leaves 32,979 lines (10.4%), deliberately looser -- dev tooling
  should absorb one moderate dependency without a spec change, not two.

  Both are ceilings on a quantity that only grows by choice. Nothing
  drifts across them; only adding a dependency does.

Falsification condition stated: if a later pass raises AM-4a to
accommodate a dependency it wants, that is the failure the ceiling
exists to catch, and the answer is an ADR arguing for the dependency.

First ADR written under the correction/retarget test; sets the shape.

c3e6e72ab2 T02: ADR-0003 — transcript as instrument, commit intervals as attribution
Instrument: session transcript JSONL, deduped by requestId, priced per
model and per cache TTL. Hub rejected as a source (no cache fields, ~100%
error on the same work), kept as sink. Status bar and billing API
rejected on availability.

Attribution: (prev_commit, this_commit] ending-at-commit, scoped by
sessionId. Explicit session markers rejected because they depend on an
agent remembering a step — the exact failure this workplan exists to fix.
Hub status transitions rejected as an after-the-fact time index.

Stated honestly: we buy accuracy with specification complexity, and D1
gets worse. That trade is only right because the alternative on offer was
not a simpler correct number but one wrong by two orders of magnitude.

Seven failure modes recorded up front, each becoming a T04 test — most
importantly that dedup fails in the under-reporting direction, so the
invariant is asserted at runtime rather than trusted.

Gate satisfied: T04 may now write collector code.
