e6bf52dbc4 Complete DISCTL-WP-0002-T06 and finish resilience foundation 
Record automated Forgejo backup decrypt drill evidence, update
registers and pickup queue (item 3 in progress). Mark WP-0002
finished — 8/8 tasks done.

e7aa485c9f Complete DISCTL-WP-0002-T01: Forgejo off-Gitea mirror 
Create private coulomb/disaster-control on forgejo.coulomb.social,
add mirror sync docs and tools/sync-mirror.sh, update registers and
README. Mark T01 done.

d011073e16 Start DISCTL-WP-0002: policies, registers, runbooks, playbooks 
Expand AssetRegister and DataRegister with T0/T4 stack assets.
Add ResiliencePolicy, PanicSheet, full-server-loss runbook, and five
incident playbooks. Update README with mirror status. Mark T02-T05,
T07-T08 done; T01 and T06 in progress.

- INTENT.md: purpose and boundaries of the resilience control plane
- specs/ResilienceControlSetup.md: design exploration (tiers, RTO/RPO, 3-2-1)
- history/2026-07-04-initial-risk-analysis.md: 12 failure modes ranked, mapped to artifacts
- workplans/DISCTL-WP-0002-resilience-foundation.md: registers, policy, first tested restore
- DISCTL-WP-0001 T03 (seed first real workplan) done
