Share), hourly on-host health check with a 25h freshness bound, RPO 24h.
Activation evidence net-kingdom NK-WP-0049-T14 (2026-10-16).
Record accepted residual risks G1 (single off-host provider) and G2
(on-host-only freshness detection, watchdog owed by
RAPP-TELEMETRY-WP-0001-T04) until 2027-01-31, and the quarterly
isolated identity restore drill (net-kingdom NK-WP-0053, first due by
2027-01-31) in BackupPolicy, RTO-RPO matrix and TestEvidence cadence.

REPO-WP-0001/0002 belong to repo-seed: these copies carry `repo: repo-seed`
in their own frontmatter, so they are template residue from seeding rather
than work this repository did under its own identity. They collided with
repo-seed's real records on every projection reset.

The file carried an identifier minted by the retired local hub while central
held a different record for the same file — ADR-010's same-filename,
different-UUID duplicate-registration class.
Central is authoritative (ADR-010 decision 1) and decision 6 says to mitigate
by changing the repository file rather than editing central, so the file adopts
central's id. The cache-side id dies with the cache.

The remote row pointed at 127.0.0.1:18000, a reverse tunnel back to the
workstation. On railiance01 the State Hub runs in the cluster on that same
machine, so the request left the box and came back to reach a local service.

Maintainer decision, 2026-07-29: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md §1). No Phase is yet declared for this repo.

Sync AGENTS.md, CLAUDE.md, and .claude/rules from updated project_rules
templates: workplan-first session protocol, legacy terminology footnote,
and GET /workplans/ examples.
Workplan files referenced workstream and task UUIDs that did not exist in the
hub DB, so fix-consistency could not sync finished status after completion on
2026-07-07. Point bindings at the real records so hub and files stay aligned.
Replace repo-seed template identity with disaster-control across
AGENTS.md, SCOPE.md, and .claude/rules. Archive REPO-WP template
workplans. Document dev workflow and classification. Mark WP-0001 finished.
Create private coulomb/disaster-control on forgejo.coulomb.social,
add mirror sync docs and tools/sync-mirror.sh, update registers and
README. Mark T01 done.
Expand AssetRegister and DataRegister with T0/T4 stack assets.
Add ResiliencePolicy, PanicSheet, full-server-loss runbook, and five
incident playbooks. Update README with mirror status. Mark T02-T05,
T07-T08 done; T01 and T06 in progress.
Add AssetRegister.yaml and DataRegister.yaml documenting the
railiance-backup tool family, backup lanes, data classes, gaps,
and RTO/RPO targets. Mark T01 done.
