STATE-WP-0079 is blocked on this plan: Wave B of the State Hub cutover slice
plan is 125 inventory items and none can start while this sits at proposed.
It is currently the largest single gate in the retirement program.
Reviewed against current repo state -- nothing structurally prevents ready.
The plan has been unreviewed since 2026-08-09 rather than blocked. All
referenced architecture artefacts exist in prj-state-hub-retirement, and T01
is a review task whose inputs are available, so it can start immediately.
Fixes the architecture citation: the path is project-relative, but reads as
hub-core-relative and hub-core has no architecture/ directory.
Records that port.* appears nowhere in hub-core outside this workplan, and
that two of T04's five ports have no existing basis -- the minimal vertical
is partly greenfield and worth sizing first.
Status left at proposed for the owner to flip.

Maintainer decision, 2026-07-29: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md §1). No Phase is yet declared for this repo.

Add slugify_or_default for core-hub parity, bump to 0.2.0, document ecosystem
position in INTENT/SCOPE/README, wire capability relations to state-hub and
core-hub, and extend utils tests. Part of CUST-WP-0057 consolidation.
create_progress_router accepts optional body detection and metering
hooks so host apps can record usage when clients POST /progress/ with
the legacy workstream_id field.
create_progress_router accepts meter_legacy_workstream_id so host apps
like state-hub can record Deprecation usage when callers filter progress
events with the legacy query param.
Sync AGENTS.md, CLAUDE.md, and .claude/rules from updated project_rules
templates: workplan-first session protocol, legacy terminology footnote,
and GET /workplans/ examples.
Honest first-pass maturity vector grounded in README/docs/tests present
in this repo; no invented evidence. Flagged for human review before

Add create_capability_request_write_router with host workflow callbacks,
CapabilityRequestReroute schema, HubCoreMCPServer.attach_to() with CORE_TOOL_NAMES
exclude filtering, tests, and mark HUB-WP-0002 finished.
Apply the new 'tooling' category (reusable internal tooling/infrastructure)
