Current goal

Establish a reproducible, manually operated v0.1 research facility from the two 2026-09-13 explorations, with source provenance, one coherent advisory method, working evidence/digest tooling, and Coulomb/Statehub lifecycle integration.

Acceptance: archives retain checksums; governing documents have explicit precedence; evidence can be recorded and checked; daily and weekly draft digests can be generated; tests pass; repo identity and file-backed workplans are registered and synced.

Next stage: IR-WP-0003 covers verified source ingestion, calibrated advisory data, and unattended scheduling. The larger architecture remains a target.
