The remote row pointed at 127.0.0.1:18000, a reverse tunnel back to the
workstation. On railiance01 the State Hub runs in the cluster on that same
machine, so the request left the box and came back to reach a local service.

Decision d151d817 gives S4 the forge layer responsibility - runner placement,
registry retention, artifact lifecycle, package credentials - its first concrete
owned accountability.
The existing ArgoCD claim was verified and is accurate: ArgoCD is on CoulombCore
as an S2-managed addon. What was missing is that GitOps does not reach the live
cluster - ArgoCD is absent from railiance01, its Applications target CoulombCore
in-cluster, nothing on railiance01 is ArgoCD-managed, and the live workloads
deploy by Makefile. Two Applications are Degraded and one is OutOfSync/Missing.
Also states plainly that this layer's INTENT promises more than the repo
contains, and that the gap is open debt rather than description.

Decision d151d817 placed railiance-forge: the Forgejo workload becomes
rapp-forgejo, and the layer responsibility - runner placement and labels,
registry retention, artifact lifecycle, package credentials - folds into S4,
which already declared a handoff contract with forge for exactly those concerns.
Also states plainly what the 2026-08-11 architecture assessment found about this
layer: it is almost entirely aspiration, with a rich Direction of Evolution and
25 commits and no workplans behind it. The gap should be read as open debt
rather than as a description of the present. The forge responsibility is S4's
first concrete owned accountability.

Maintainer decision, 2026-07-29: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md §1). No Phase is yet declared for this repo.
