05a71e702f Adopt repo-owned workplan prefix per ADR-007

Retires the shared prefix. Live plans move to the new prefix keeping their
running number; finished and archived files keep the old prefix as
historical record, per the ADR-007 option 2 migration ruling.

Hub UUIDs are unchanged, so reconciliation matches on
state_hub_workstream_id rather than filename and will update the slug in
place instead of registering duplicates.

Assigned in RMGR-WP-0004-T09.

This repo described itself as 'the forge layer' while the OAS Stack dimension
defines five levels and forge is not one, leaving it unplaced. Placement decided
2026-08-11 (d151d817): the Forgejo workload becomes rapp-forgejo; the layer
responsibility - runner placement, registry retention, artifact lifecycle,
package credentials - folds into S4 railiance-enablement, which already declares
the handoff contract.

Notes that the retirement hypothesis was tested and rejected: this repo and
helix-forge are different lineages, operational versus methodological.

SCOPE.md §1). No Phase is yet declared for this repo.

2b95c1dd59 Add credential routing guidance for agent runtimes 
Inline ops-warden credential routing in AGENTS.md and mirror it for
Claude Code under .claude/rules so agents route secret requests to the
correct subsystem before asking ops-warden or State Hub.
