The founder authorized implementation after the original bootstrap. Platform lifecycle ownership is railiance-platform. Open tasks retain concrete external dependencies and resume instructions; local tests do not close managed delivery. See implementation evidence. Content-explorer retains acceptance of its own screenshot/keyboard task.
