Promote vessel close-out to active, add evidence/g1-oh-batch.md with preflight
for OH-2026-001–005, and point gate/child maps at the live command-day path.
Deliver G1–G9 gate-to-evidence and child-workplan maps, baseline inventory
from binky-control, and proposed UPC-WP-0002–0004 for vessel, load, and
revenue clusters. Mark foundation finished with DoD-Ok.
Add GOAL.md for profitable self-organizing Binky Hedgehog GmbH with minimal
CEO governance, prj-flavor SCOPE/AGENTS/classification, and foundation
workplan UPC-WP-0001 to map gates G1–G9 and child streams.
Maintainer decision, 2026-07-29: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md §1). No Phase is yet declared for this repo.
