Inverts the framing: ownership is not undetermined. LICENSE §2 (TRSL V1C1)
already names Binky Hedgehog GmbH as Licensor 'holding the rights necessary'
on 104 repos. The question is whether that published assertion is documented —
no assignment, Einbringung, or service contract with an IP clause exists
anywhere in the estate. May be in 2binky or the 2019 formation papers; that
founder check is step 1 and gates G5/G6.
Two further gaps: TRSL depends on a Phase Manifest and no manifest instance
exists in any repo (only spec+schema in target-revenue), so the licence
identifies no Software, target, or future licence; and 12 repos have no LICENSE
at all while railiance-bootstrap asserts a third party.

Found by the UPC-WP-0002-T04 residual sweep. The Reactivation Plan calls this
'needed before selling ecosystem products' but nothing owned it — it was an
unchecked checklist box with no work record, and it gates G5/G6.
Distinct from AWQ-002 (which assembles IP evidence from Eigenentwicklung
invoices); this is the ownership determination that consumes that evidence.

Original first-half-of-August window lapsed at 0/5. Founder set 2026-08-16.
Sunday changes the plan: the Bohle-Horsmann office is closed, so OH-2026-001
loses its phone option. It becomes an email dispatched FIRST (landing Monday
morning) rather than an item that closes on the day, and RISK-006 moves to
'awaiting counterparty reply' rather than mitigated. Follow-up slot Tue
2026-08-18 for call-or-fallback. Expected day result: 4/5 closed, 001 pending.
Also adds OH-2026-005, which was missing from the must-do list, and a
Sunday-appropriate running order.

Was the only office-hour item with empty prepared_material. Adds the free
handelsregister.de retrieval path, the four fields to verify, the 2binky/
filing rule that keeps personal data out of repo evidence, and the explicit
Orange/Red boundary (reading is Orange; any notary-lane change is Red).

Maintainer decision, 2026-07-29: adopts TRSL V1C1 as this repo's
preliminary governing license, per target-revenue's
workplans/TREV-WP-0008-governance-and-pilot-rollout.md T05. Full
specialist legal review is deferred until out of beta (target-revenue
SCOPE.md §1). No Phase is yet declared for this repo.

qonto-assistant (sibling repo) already shipped Phase 1 (QONTO-WP-0002)
and Phase 2 MCP surface (QONTO-WP-0003), both finished, 31 tests
passing, ahead of this workplan's original sequencing. Reconciled
T02-T04 against what actually landed there instead of duplicating it.
The one piece qonto-assistant explicitly left for this repo -- the
CostRunRate consumer cutover -- is implemented here:
scripts/qonto-costrunrate-refresh.py calls GET /v1/snapshot and writes
dated, redacted evidence under finance/ for a human to reconcile
against CostRunRate.md. Verified end-to-end against a local
fixture-backed qonto-assistant instance (no real credentials); a real
pull against the live account awaits qonto-assistant getting an actual
deployment, called out as a known gap rather than faked.
Workplan closed (status: finished); remaining gaps (OIDC federation,
harness tool profile registration, Phase 3/4) are carried forward in
qonto-assistant's own closure notes, not duplicated here.

Tracks the Phase 1 scope from the architecture blueprint (policy kernel
+ REST, no MCP yet): ratify the five blueprint decisions, service
skeleton with default-deny policy, REST surface + CostRunRate cutover,
smoke tests and closure/handoff to Phase 2.

Design for an MCP gateway control plane so multiple agent harnesses
share one enforced read-only policy against the Qonto API, instead of
each client trusting its own local tool allow-list. Follows up on
BINKY-WP-0005.

Align AGENTS, AutonomyPolicy, SCOPE, OperatingRhythm with fleet residual
role (live intakes, not SCOPE prose). Capture BINKY-WP-0006 leftovers as
AWQ-011 (brief-weekly) and AWQ-012 (open-weights retarget).
Host LLM_CONNECT_URL discovery uses ClusterIP when DNS is unreachable;
mail path fails hard if triage fails. Mark T06 done and workplan finished;
update residual docs (OperatingRhythm, cutover runbook, llm-rhythm).
Reject Claude Code (or any coding agent) on railiance01. Mail-scan stays
deterministic; triage/briefs use llm-connect HTTP → structured JSON →
deterministic apply. Document in integrations/railiance-llm-rhythm.md and
rewrite WP-0006 tasks accordingly; timers no longer require_claude.
Queue hygiene checked: DecisionQueue (DEC-2026-003 still prepared, 3 days
old, no escalation needed yet), OfficeHourQueue (all items prepared,
OH-2026-003 refreshed with first-pull numbers), AutopilotWorkQueue (three
open items, none stale) — no status changes required this pass.
Live custody path tenants/binky/qonto-api (API_KEY/API_USER). First read-only
thirdparty pull (122 txs): desk 297.50 €/mo, Qonto plan 70.80 €/mo, main
