Ran the ownership sweep early since it doesn't depend on the OH batch. Domain
inventory, cartography, IP evidence and open-weights retarget already have live
AWQ records; website, G4 load measurement and the G3 evidence pack are owned by
UPC-WP-0004/0003.
One genuine gap: Contracts/IP ownership (GmbH vs Bernd privately) existed only
as an unchecked Reactivation Plan checkbox despite gating G5/G6. Now
binky-control AWQ-013 (origin: residual, origin_ref: UPC-WP-0002-T04).
T04 todo -> progress; closes after vessel close-out routes the command-day
output.

Tracker moves from 'slipped, unscheduled' to a fixed date, with the Sunday
caveat recorded: OH-2026-001 has a human counterparty whose office is closed,
so the expected outcome is 4/5 closed + StB mandate awaiting reply, not 5/5.
Gate-impact table gains the expected post-day row; running order revised to put
the StB email first and the open-ended DUO backlog last.

T01: verified all five OH items still prepared in binky-control (no activity
since 2026-08-08); the first-half-of-August command-day window lapsed at 0/5.
Tracker now records the slip rather than carrying a stale date. OH-2026-004
prep gap closed in binky-control (92838e1) — batch is founder-blocked, not
preparation-blocked.
T02: gate-map G1/G8 evidence columns refreshed.
T03: todo -> progress. Pre-drafted evidence/s1-decision-package.md with the
decision question, three options, and an evidence table keyed to the OH ids;
verdict cells fill once the batch drains. Not presented to the founder yet.

Promote vessel close-out to active, add evidence/g1-oh-batch.md with preflight
for OH-2026-001–005, and point gate/child maps at the live command-day path.
Deliver G1–G9 gate-to-evidence and child-workplan maps, baseline inventory
from binky-control, and proposed UPC-WP-0002–0004 for vessel, load, and
revenue clusters. Mark foundation finished with DoD-Ok.
